Garcia informs virrey that the ship cleopatra could be in danger of capture by Insurgentes. Inventory of ship's personnel, 120 names from ship cleopatra includes name and rank, merchandise on the ship for delivery in San Blas and Nueva California. Garcia informs virrey that gobernador of Nueva Mexico made a collection from population to pay the troops in that place. Inventory of money given to military company from Santa Fe and several supplies lists signed by Griego in January 2, 1820. Letter from Garcia to virrey informing him of Indian Pananas and the conflicts they have with the Comanches, also saying that the Pananas are receiving arms from people of united states in trade for their leather. Summary
Correspondence of gobernador intendente Corbalan to comandante general de Croix deals with logistical questions of Rivera y transfer of military personnel and supplies, weapons and transportation of settlers. Departure of ship and postal service carrying supplies to California establishments. Accounts of Rivera detail weapons and clothing for members of expedition. Ff. Numbered 19-23 are of petition of Maria de Leon, wife of teniente at San Francisco who because ill could not accompany Husband Jose Joaquin Moraga. now asks to rejoin him. Concerns Barri's response to viceroy's request for information. says his knowledge only from a few confidential letters as to Fages' conduct. Has asked Palou to submit list of converted Indian families who could be relocated. Has sent mules and horses to Fages. Discusses most opportune time for safe transportation of mail and provisions. says Indians are given rations not salaries which violates instructions of visitador general. Lack of payment as well as harsh treatment and hunger drives Indians away and makes conversions difficult. says harmony with Franciscan priests can't be achieved because they interpret viceroy's orders as they See fit. Many military men support this opinion. Relates a great resentment due to Dominican take-over. Responding to request for information on Ibarzabal, Barri sends documents from 1769 which confirm his receipt of religious licenses. Documents describe area of Ibarzabal's jurisdiction. Galvez recommended 365 pesos per year salary and asks bishop to immediately award him a canonical institution. Gives instructions for building and administration of new church. License granted to Ibarzabal to administer sacraments, to marry all ethnic groups as well to perform Altar and confessional duties. Ff. 419-432 detail recruitment, transportation, settlement and protection of 70 families of colonists from Sonora for Alta California, of alleviating poverty and idleness by recruitment in Mexico; safety and choices of routes in combination of maritime and land means for transportation of settlers; desirable areas for colonization in new territories regarding protection, agricultural production, provisioning, recreation, water supply yet to extend Spanish occupation, defense and pacification plans; formation of companias volantes and militia to combat Indian hostilities and need for new regulations to do so; improvement of agricultural techniques and manufacture of domestic industries; long sections on required rations of food and other necessities, allotments of cash, markets for purchasing, selling regional commerce, supply and production of cattle, horses and mules. Caja de Mexico wants to apply amount owed to caja de Veracruz for supplies sent to San Blas against amount paid out for vestuarios for which they contend caja de Veracruz is responsible. (D. Summary
Concerns formation and development of comandancia general. Plan devised by Croix and Galvez in 1768. Real titulo gave Croix command of provincias with salary of 20,000 pesos. Includes confirmations of Croix' title by various persons. Due to death of Neve, title given to Ugarte. Contains some of Galvez' original instructions for area. Includes boundaries of jurisdiction and instructions for delegated authority, residence, a mint, an auditor de guerra and his salary. Plan was for territories to develop and expand. Provided them with a secretary with a set salary and determined the number of troops for area. Concerns conversions in area. Suggests using loyal Indian tribes like Opatas against Apaches. Pacification in area to be facilitated by monthly reports and regular communication with California and Sonora. Suggests relocating some Spanish families to California. Contained instructions for provisions ships to be built to carry supplies to California. Comandante general should not take gifts or allow celebrations which are merely waste of funds and may not take food or provisions from presidios. He should watch for abuses and report them in monthly reports and biannual relaciones of conditions. Contains several documents of same historical information. Under Flores, Ugalde is given title of brigadier and given military control of Coahuila, Texas, Santander and Leon. Flores tells governors to recognize Ugalde's control. Instructions given to Ugalde as well as his duties. Includes miscellaneous documents concerning king's approval for Galvez' instructions, a real titulo asking Ugarte to formally announce his obedience to Flores. And a royal order describing the authorities given to Flores which were many but limited. (M. Dannemiller, April 1988)
