Summary
Concerns formation and development of comandancia general. Plan devised by Croix and Galvez in 1768. Real titulo gave Croix command of provincias with salary of 20,000 pesos. Includes confirmations of Croix' title by various persons. Due to death of Neve, title given to Ugarte. Contains some of Galvez' original instructions for area. Includes boundaries of jurisdiction and instructions for delegated authority, residence, a mint, an auditor de guerra and his salary. Plan was for territories to develop and expand. Provided them with a secretary with a set salary and determined the number of troops for area. Concerns conversions in area. Suggests using loyal Indian tribes like Opatas against Apaches. Pacification in area to be facilitated by monthly reports and regular communication with California and Sonora. Suggests relocating some Spanish families to California. Contained instructions for provisions ships to be built to carry supplies to California. Comandante general should not take gifts or allow celebrations which are merely waste of funds and may not take food or provisions from presidios. He should watch for abuses and report them in monthly reports and biannual relaciones of conditions. Contains several documents of same historical information. Under Flores, Ugalde is given title of brigadier and given military control of Coahuila, Texas, Santander and Leon. Flores tells governors to recognize Ugalde's control. Instructions given to Ugalde as well as his duties. Includes miscellaneous documents concerning king's approval for Galvez' instructions, a real titulo asking Ugarte to formally announce his obedience to Flores. And a royal order describing the authorities given to Flores which were many but limited. (M. Dannemiller, April 1988)
