Attack by taraumara's in which 2 men and 1 women were left nude; suspects that attack was committed by escaped indians from mission of oro; requests information on arrests made by subdelegado of mapini of thieves; indians from Moris mission complain of mistreatment which led many to escape the mission; found irregularities in the delays of confession to indians; says that during visitas he has made, all social classes mistreat indians but none eager to protect them. Based on nature of indian attack described above and the fact that cattle were stolen, Borica concludes that attacks were perpetrated by Apaches despite witnesses contention that they were Taraumares. Has not heard any news on expedition of 30 men with indian scout ojos Colorados sent to attack rancheria mantas prietas; letter from lasso de la Vega concerning measures to be implemented in missions and care with which relevant personnel are to proceed so as to avert rebellions by indians; Guadalupanos are exempt from these measures; indians of the Moris mission voice complaints about cruel treatment from padre guardian of mission who with stones and kicks gets them out of bed to work. The mission is prone to attacks and if he is killed in one of them they want to make sure that the crime is not attributed to them. Indians of Batopilas mission as well as governors of the area complain that padre of mission does not confess or marry indians and that he does not follow authority of teniente in the area for which reason they seek to be resettled to Zacatecas and padre Aguilar. Rascon told to exert his authority over religious personnel that have overreached theirs and to make sure that the only people authorized to punish indians are judges and justiciales reales. Information on treatment of indians and conduct of religious personnel is to be fowarded to Cavallero de Croix. Leaves on his third outing with 60 men taken from the first and third companies. (O. Administration of a synod the mission of satebo and the surrounding indian communities of guapalaynas, yoquivo, and depending on the discretion of Cordero, Guadalupe; the population size for each community with a grand total of 834, the distance of Cordero from these settlements has occasioned the use of ochoa in the satebo mission; letter acknowledging the above and giving approval for the restructuring to proceed; nava's request that the bishop of Durango be involved in the restructuring mentioned above; document resulting from the meeting of the junta superior de la real hazienda on costs resulting from the restructuring, signed by the six fiscales; virrey acknowledges restructuring and informs nava that he has asked bishop of Durango for his cooperation in this matter; bishop of Durango accepting a role in the establishment of the mission, forsees no problems except for possibly a shortage of missionaries; nava's intention to take up the matter of the mission as soon as he gets back from vizcaya; virrey's permission for a payment to be fowarded to the minister so the synod can be paid; need for lorenzo to consult the commandante general of the area and together verify that the establishment of the mission is going as planned. Correspondence represents efforts to uncover truth behind allegations of missionary mistreatment of Indians at Bizarron, other missions in region; missionaries inform governor, virrey of attempts to pacify and 'reducir' Indians since assuming charge of mission, but explain that relations with Indians deteriorating, violence, insubordination, robbery, escapes escalating, harsh treatment necessary, moreover, in light of violence, 'reales cedulas' enforcing protection of Indians unwise and wrong; Lipanes' leaders contest missionaries' testimony; Ugalde writes of military encounters with Indians. Summary
Concerns 'cuentas y gastos' of compania volante assigned to escort 'collera' of Apaches, held as prisoners of war, to Mexico City. Documents out of sequence; begin with Varela requesting funds for compania's return to Chihuahua, request granted, Varela ordered to turn money over to 'habilitado' of compania. Documents from earlier in year concern compania's receipt of some 108 Apache men and women of all ages (numbers vary); 'estado' included lists age, sex of 'piezas de Apache,' daily amount of 'reales' allotted to each; sargento comments that Apaches from New Mexico might join group. Sargento becomes gravely ill, Varela and Sartorio placed in charge. Bulk of expediente includes oficios from ranch owners and merchants in towns indicating receipt of payment for goods sold to compania, such as 'fresadas,' meat, corn, firewood, 'toros, Bueyes, Mulas,' and 'semitas.' Chavero, a rancher, sells compania 40 Mulas. 'relacion' of number of Apaches added to 'collera' along way, number who died or were too ill to continue; request fulfilled to bury several 'parbulos Apaches' in Chihuahua cemetery; gentile Apache buried in 'campo'; fray relays that dying Apache woman requests baptism. Returning to time period of beginning of expediente, virrey reviews compania finances and finds everything in order, except 'juramento' of officers involved missing. (L. Kerr, April 1989)

In response to viceroy's request, Verger makes suggestions in 22 parts for physical and spiritual development of missions. says new missions should be delayed until older ones are firmly established with sufficient arms and military protection. Must grow food for all mission and presidio residents. Storage and distribution should never be left to Indians. nor should be left to caudillos and capitans since after Jesuit expulsion California example shows they destroy missions. Under priests' control more churches built, more ornaments retained, larger harvests collected. says some form of punishment is necessary because Indians will abuse and steal property without it. Indians should be treated fairly and paid a salary. Describes daily masses and visits to sick and widowed. Discusses corn, bean, lentil crops, weekly rations and duties of women. Discusses also Indian jobs, products and locations of trade. Discusses differences between present conditions and those of Conquistadores. Relates difficulties with jefes who replace hardworkers with incompetents. References to decree by Valero ordering military protection for missions. Discusses power struggle between military and missionary. Verger claims arms are not needed for conversion, only evangelical preaching. (M. Dannemiller March 1988)

Summary
Concerns Barri's response to viceroy's request for information. says his knowledge only from a few confidential letters as to Fages' conduct. Has asked Palou to submit list of converted Indian families who could be relocated. Has sent mules and horses to Fages. Discusses most opportune time for safe transportation of mail and provisions. says Indians are given rations not salaries which violates instructions of visitador general. Lack of payment as well as harsh treatment and hunger drives Indians away and makes conversions difficult. says harmony with Franciscan priests can't be achieved because they interpret viceroy's orders as they See fit. Many military men support this opinion. Relates a great resentment due to Dominican take-over. Responding to request for information on Ibarzabal, Barri sends documents from 1769 which confirm his receipt of religious licenses. Documents describe area of Ibarzabal's jurisdiction. Galvez recommended 365 pesos per year salary and asks bishop to immediately award him a canonical institution. Gives instructions for building and administration of new church. License granted to Ibarzabal to administer sacraments, to marry all ethnic groups as well to perform Altar and confessional duties. Galvez also ordered a cemetery established and gave Ibarzabal right to bless it. Description of all activities Ibarzabal authorized to perform. (M. Dannemiller, March 1988)

Concerns relocation of Indians who do not adapt. Many Indians keep returning to hills. Galvez wanted to make an example of one Indian. He was convinced by priest to have a sermon on the advantages of missions and threat of punishment. Relates theft of all food and provisions for priest's journey. Results in second priest being sent to assist Ramos. Half Indian population Dies due to disease and others continue to revolt. Concerns Indian request to remove Ramos due to harsh punishments. Later two Indians discovered to have threatened group to request this. Iniciators punished and others pardoned. Issue continues and struggle ensues between Ramos and Matias who grants Indians' wishes. Relates problems of Todos Santos mission to conflicts in San Diego. Describes power struggle between mission and military leaders in all areas. Request for Verger to provide solutions by delegating specific powers to missions. (M. Dannemiller, March 1988)
