Documents consist of providencias for government and new institutions in California, correspondence between viceroy and of San Diego mission; improved communication system between Mexico and frontier regions; deployment of troops from Sonora for maximum defense of Californias and eastern provinces; purposes for pacification of Indians. Ff. 419-432 detail recruitment, transportation, settlement and protection of 70 families of colonists from Sonora for Alta California, of alleviating poverty and idleness by recruitment in Mexico; safety and choices of routes in combination of maritime and land means for transportation of settlers; desirable areas for colonization in new territories regarding protection, agricultural production, provisioning, recreation, water supply yet to extend Spanish occupation, defense and pacification plans; formation of companias volantes and militia to combat Indian hostilities and need for new regulations to do so; improvement of agricultural techniques and manufacture of domestic industries; long sections on required rations of food and other necessities, allotments of cash, markets for purchasing, selling regional commerce, supply and production of cattle, horses and mules. Other folios refer to maritime transportation of mission and presidio supplies and schedules of Goleta la Sonora (Senora de Guadalupe) and Paquebot el Principe between Guaymas or San Blas. Correspondence between Mendibil and others regarding exemption of mailing charges of missionary communication. Exemption applies to ports where correspondence was received -originating either within or outside of provincia. Decree effective may 6, 1773. Accounts importance of correspondence to mission's sustenance. Correspondence mainly amongst missionaries and with San Fernando college; often deals with marriages of individuals of troop. Requests that teniente of Loreto and mail carriers be made aware of exemption. Informe to administrator of mail of Mexico mandating that presidios use funds from real hacienda to pay port charges, not missions. Request that copies of degree be sent to postal administrator. Summary
Set of transcribed letters by Ugalde, having nothing to do with intriguing title page. Ff.287-297 are bureaucratic letters about supplying correct reports for each campaign. Followed by lengthy epistle stating Ugalde's suggestions for organizing future campaigns (citing fragments of royal edicts directing procedure of campaigns, conquests); for allowing local Colonial officials to have greater authority in legislation, enforcement in Nueva Espana, as response time for a letter from Arispe to Madrid is about 9 months (f.320). Present requirement of royal approval of major decisions is impractical. Also detailed suggestion for reorganization of military-viceroyal heirarchy, to implement first two ideas. F.305 is service record of Neve. Phrases, sentences in latin, written in different script, sprinkled throughout. (A. Dean, April 1990)
