In response to a request by the viceroy, this report was prepared to facilitate development of a defense network along the northern frontier. An extremely detailed reglamento issued by Charles III to establish and maintain the 15 presidios that were to become the northern line of defense of New Spain, as well as other military garrisons of the north. States that some Populo land and all Angeles land should be taken from Seris and given to presidiales and that Seris should all be resettled in Populo and Nacameri after they are conquered.
