Concerning maintenance of peace ordained by Picax-Ande's treaty. F.183 reports no trouble with Indians in January through February, in April seven citizens killed near Rio Savinas; raiding. F.184 accuses Lipanes of trying to encourage animosity between Mescaleros and Lipanes' enemy Comanches. F.187 reports soldiers at outposts unhappy, poorly equipped, underpaid. Summary
Assembled copies of form letters sent to commanders of local companys giving instructions as to their duties in impending campaign. Each letter worded the Same, only difference being name of company and jurisdictions under protection of each. Letters give orders of how many men of each rank to be counted in supplies to each company; schedule of tour; manner of attack; general reconnaissance reports of Indian activity in area. F.107 speaks of remuneration to be given to wives, children of those killed in duty. F.108 speaks of bravery of vasals of king, who conquered these vast kingdoms, not in centuries, but in less than three years, and afterward exterminated various [indian] nations. F. 137 begins supplement to instructions; mentions peace granted to 8 Mescalero capitanes, but orders that area be patrolled as carefully as in wartime. (A. Dean, April 1990)

Summary
Ugalde, in order to justify his actions, explains to Flores that he had informemed Ugarte y Layola and Rengel of his campaign against the Mescaleros. Letter to Flores contains copies of oficios originally sent to Ugarte y Layola explaining purpose of campaign and logistics involved. Ugarte y Layola's response advocates the campaign. Copies of orders given to companias militares during campaign are also sent to Flores. Orders give detailed instructions to capitanes and comandantes presidiales as to what defensive and offensive actions should be taken in Ugalde's absence; breakdown of jobs and ranks, number of horses, ammunition caches, and rations. Detailed explanation of measures that should be taken in event of confrontation with hostile Indians. (L. Carrion, March 1988)

Letters concerning: description of vegetation, terrain where Indian groups live, general location within province, livelihood in that region, hostilities committed by group, whether or not group is lazy or active, good or bad, observation that peripheral towns and haciendas attacked more frequently; second letter regarding need for and assignment of soldiers to serve as 'escoltas' at several haciendas, due to attacks from 'indios apostatas y gentiles', salaries and rations for soldiers discussed, as well as how the assignments will strengthen plan to pacify and Christianize all Indians of Nuevo Leon within 8 to 10 years. Virrey(?) Admits utility of military expedition to Gila, Colorado rivers. Promises to forward Oconor's battle plans to Mendinueta. Mentions 1500 horses and some officers will be sent to augment Mendinueta's force. Also expresses desire to build missions which will improve religious communication with California. Contains information about padres who teach catechisms among Yuma. Mendinueta includes index of contents of documents which he has sent to virrey by number of document. (S. Gibbs, September 1987)
