Belena gives information to the virrey on the progress in the creation of the new bishopric. Belena requests money to cover all the expenses that have arisen from the work of the territorial division, also suggests that all the rights of mesada by curas and the diezmo be paid to the royal Caxas de San Luis Potosi. Summary
Accountant from Nuevo Reyno de Leon requests information from virrey on the matter of the death of Garcia Davila. Letter from the king to the virrey giving instructions concerning the death of Garcia Davila, the title, and the Diezmos from the church of Guadalaxara and Valladolid. Bentura is commissioned to make the division of the villages for the new church in Linares and for the church of Guadalaxara and Valladolid. Costanso is commissioned to make the maps of the new territorial division that are going to be sent to ministers of the churches, gobernadores, and Caxas reales. The bishops write virrey giving misinformation of the villages under their respective churches. Later the bishops accept the new division of territory established by the engineer. (D. Summary
Muniz sends a relacion to Santianes of the importe del diezmo explaining in detail what positions they have, what has been sold, and what has been collected. All the information will be send to reales Caxas de San Luis Potosi. The king sends a letter to virrey giving approval to the establishment of the new Obispado. Areche informs virrey about the collection of Diezmos in Nuevo Santander by the administrator and gobernador. iglesia metropolitana sends a letter to virrey stating that they agree to make the accounting of the new bishopric separate. Summary
Autos accusing Sabala of desertion. Sabala surrenders at the San Carlos cuartel looking for a royal pardon. A trial was held to know the causes of his four desertions and it was determined that his behavior was not good. His debts are in his military file and others are paid by his Brother. Fiscales suggest to the virrey that Sabala be pardoned. In October 21, 1820 the virrey signs the decree. (D. Bautista, June 1990)

Documents concerning a royal meeting ordered by virrey to determine the advantages of open commerce in the provincias of the north Texas, Luisiana and Nueva Orleans. The committee sends a letter to the virrey with all the pros and cons of open commerce with the provincias of the north. Letter from gobernador de Nuevo Santander to the virrey on the same subject including a proposal by Evia for new cities near the Mississippi. Includes discussion of maps but maps are not included. The whole project involves agricultural, maritime, military issues, relations with Indians, estimates of population and numbers of domestic animals in Texas. (D. Bautista, July 1990)

Summary
The Spaniards of San Ignacio de Revilla inform virrey that they are assisting in the pacification of the Indians and in the construction of a church without any cost to the royal hacienda. Hacendados want the virrey reconsider how much they will have to pay for the Alcabala. recaudadores, tax collectors, send the operational accounting most specify the transactions; 3. The collectors will charge 4%; 4. The spiritual contracts can be made in other places; 5. Civil justices and scribes must declare the number of documents they have; 6. Religious are exempt from paying; 7. Indians are exempt; 8. Corn is exempt; 9. Several seeds if not sold only pay 5%; 10. The sellers have to pay; 11. Those who do not have an address have to pay also; 12. The commerce of Castilla also have obligations; 13. Those who refuse to pay will pay four times more; 14. Contraband is prohibited. 15. Accusation that military campaign against indians has been slow and inefficient, goes into detail describing steps and strategies he has employed, attests to fact that he has also followed the virrey's orders to mount offensive campaign near Rio Grande (northern part), asks for reestablishment of two companies abolished by ugalde so that they May be transformed into 12 units, argues that the presence of these added troops would help encourage additional settlement and thereby add to sums collected in the form of diezmos, attack on presidio of punta de lamparos, indians attack yguana as one unit and then split up into two units and remain in area; vaamonde explains letter written to virrey in which virrey interpreted as being insolent, major point of contention being vaamonde request that two companies mentioned earlier be reestablished, cites the fact that indian attacks have increased because of the absence of the companies and that the area is a frontier and needs troops in order to establish the uncontestable reaches of the province, argues that the organization of these troops into 12 units of 29 men each would in some cases make for more successful settlements because the settlers would have as their primary concern things other than indian attacks, strategy he would have liked to use with the troops at his disposal would have been to keep them on the move continually so the indians would not be able to plan attack but small number of men and illness have made implementation of that strategy impossible. For that reason he seeks reestablishment of aforementioned companies; letter explains that the two companies abolished by ugalde without consultation with the preceeding governor Gonzales de santianes, says that when he requested the reestablishment of these from the current comandante general de armas Ramon de Castro he was severely rebuked and told that Coahuila was in dire need of said troops, makes same request of virrey and includes proposals on how this company would be paid -excise taxes, cites depopulation and poor agricultural output as consequences of settlers fears and divided attention, successful settlements would also improve the commercial integration of all of New Spain since these areas produce some important commodities, excise taxes to support troops would then be cost effective since vaamonde reasons producton in area would go up as well as consumption from added settlers; letter to virrey from vamonde telling of events in area as related to him by Ramon, information on troop movement in area of punta de lamparos and speaks of orders given to Ramon directly from Castro; letter from virrey to vaamonde mentioning his order on the subject of the reestablishment of the companies mentioned, will advise him on his decision. Was killed, needs strengthened militia in area in order to defend settlements or else will be forced to abandon; indian attack in which Spanish settlers were taken prisoner; speaks of indian attack that was successfully repelled by settlers in which wounded indian was heard to say that he wanted confession. On way out of village indians took captives including children; need for better horses and weapons to fight off the indians, complete letter by justicia mayor describing situation of hostilities in area; scathing letter from Revilla gigedo to vaamonde admonishing him for his insolence in regards to some comments he had made previously on the organization of the two companias Volantes as being reason for the inability to effectively neutralize indians; report documenting indian attacks between August 5, 1791 and August 19, 1791; letter from vaamonde ordering that militias of 15 men be set up in order to explore their surrounding areas for 15 days and people of the area should provide the munitions and supplies needed for these expeditions; letter from vaamonde explaining his idea of reorganizing the two companias Volantes and the compania del punto de lamparos into 12 groups; letter telling of the arrest of indian Pedro Jose.
