Details and budgets of repairs on real carcel de Corte of real Sala del Crimen in Mexico by ingeniero Mascaro. Urgent repairs needed on dungeon and repair and enlargement of men's and women's prisons to avoid misconduct among inmates. Budget for dungeon prepared by Castera and funds approved by real hacienda. Ff. 25-27 good description of physical layout of surrounding area of carcel de Corte and types of people using the Callejon leading to entrance. Proximity to Alcalde's residence danger to official's families by criminals. Need for better security and cleanliness to instill good behavior in prisoners. Mascaro forcefully defends need for better social conditions for prisoners as well as welfare of officials. Ff. 29-31 budget of Mascaro for work on Alcalde's Palace, and prisions. Recommendations for solutions to problems, such as building new entrance to prisons. Series of documents on fiscal matters and royal ordances. Work began February 24 and concluded April 16, 1791. Summary
Discussion of detachment of troops made up of troops from Adaes and Orcoquiza due to fear of return of enemy nations. Viceroy orders movement of presidio to Orcoquiza, 2 padres and soldiers remain in Orcoquiza. Desire to repopulate Ranchos, but distance between Ranchos makes defence difficult, suggestion to plant Ranchos with vecinos together under protection of detachment. Rebuilding of Cuerpo de Guardia, houses, prison. Excesses committed by Indians in Bahia and environs under Thobar thus need of troops from Orcoquiza, Adaes, San Sabas, and friendly Indians to punish barbaros. Plea for Ripperda to keep harmony with thobarand's other captains. Soldiers involved in Bahia road building, protecting entrances, Ranchos. Reports of death of Indians and soldiers. Complaints of Indian spying in missions, lack of troops, and horse and oxen theft. Fort establishment. Desire for missionization of coastal Indians. Report of Mal de Lengua disease. Viceroy (?) Without money Tovar will build church and feed people without resources, complains about present governor Ripperda and praises last governor Oconor. Detailed account of Rivera's misfortunes. Suspicion of English prowling coast and shooting cannons. Conflict with priests over treatment of Indians. Detailed description of construction of church. Mention of importance to populate las Nuezes, impossibility to take declaration from two natives, importance of examining in detail geography of coast near Bexar, so that it will be easier to pursue Indians and there will be fewer shipwrecks. Summary of letters from Revilla and Bahia; license required for students who wish to marry; utensils used for cooking Indian's food; situation of indios del Norte; weapons request by Garza; building of factory in reguxio/foreigners in nagocoches; travel of priest Gomez to Monterrey; order not to give presents to Lipanes; mention of unavailability of Posadas other than the ones provided by inhabitants; cutting off of relations between Lipanes and friendly nations; foundation of school at Granada for americans.
