Summary
Argues in favor of the revocation. States that the order is hurting the missions. The Indians live off the cattle and only venture out to brand the cattle when it is safe to do so. Therefore, the order to kill any unmarked cattle, and pay a tax to crown for doing so, is ruinous. In addition, because the Indians are adversely affected by the order, many are leaving the missions and forsaking their recently adopted catholicism. (M. Bowman) (1980)
