Summary
Salcedo says Chacon's recommendation of Antonio Arce for post of Primer teniente is unacceptable. He cites prior correspondence from gobernador which cites Arce's unfitness. Remits to Chacon list of five Senior tenientes from Nueva Viscaya from which to choose. (Raul Saba) (1980)
