Contains brief description of Ugarte's position. Relates events leading to Ugalde and Rengel assignments. Assuming position found Galvez' instructions being accurately followed. This plan produced instant success of previously unexperienced proportions. says Flores made unwise decision exchanging an unproven plan for one established and provided for by royal order. says Flores influenced by Ugalde. says Ugalde terrorized peaceful Mescaleros, making them again hostile and uncooperative and killed 47 people in rancherias without cause. may be loyal but unjust. says Ugalde sent false information to virrey so he was blinded to Ugalde's violence and fooled into granting him control of area specifically given to Ugarte by king. Ugarte expressed his objection concerning Ugalde and divisions to Flores, but went unnoticed. Asks king to compare Ugalde's accomplishments to his own. Feels he's losing his honor as leader. Ugarte feels he deserves title of Mariscal de Campo. Ugarte relates history of comandancia general. says he was given position by king, and king approved division because he received inaccurate information. says when division was suggested, provincias very diverse. Conditions in provincias stabilized. Flores responds stating division is justified. Flores reassures Ugarte of confidence in his ability and loyalty. (M. Dannemiller, April 1988)
