Ff. 352-354 discusses the shipment of arms to Leon and the reimbursement sought by a governor, arms are to arm the militia, describes the role that the intendent of San Luis Potosi has in militia in Nuevo Reyno de Leon subsequent to military inspection of Calleja, mentions submitting the request for armaments to the real tribunal and their correspondence back; folios 358-362 weapons sent to the governor of Nuevo Reyno de Leon in 1774; letter asking if real hacienda has been reimbursed for the costs of the armaments mentioned above. Letter speaks of a peace plan with Comanches, the first part a meeting of three Comanche captains with governor of Texas governor of Luisiana would like to know the particulars of this meeting and what and how much was given to the Comanches in the form of bribes or keepsakes, Ugalde wants to highlight the contradictions in this effort, mentions that they are the only remaining cannibalistic tribe, and cites information found in correspondence of governor of Texas to underline the violent nature of the Comanches and their history of being the most obstinate of the enemies of the Spanish, sees little hope in a peace plan with them, contrasts the character of the Comanches with that of the Apache Lipanes, group that most involves itself with the church, have fought against the Apache Mescaleros and thereby pleased the Spanish, Ugalde expresses concerns that peace with Comanches under very favorable terms will incite the jealousy of other tribes as well as a reexamination of their status, cites the lack of a mechanism to enforce compliance from Comanches as a drawback to proposed peace (Spanish have never entered Comanche territory to punish past hostilities for example). Feels that free transit of Comanches would be used to their benefit in further hostilities, thinks that verification of captives being held by Comanches should be part of the plan, accuses the makers of the plan of using trade provisions to enhance their own commerce and feels that a black market will be the result, questions the ability of enforcing compliance to a treaty provision that will have the Comanches establish their intertribal relations on the Basis of the ones followed by the Spanish, sees little motivation to expect the Comanches to declare themselves enemies of Apaches as treaty provides. Treaty will allow them to have their internal taxes, would like more intelligence of when Indian groups enter area near San Pedro for carneadas so Spanish can be prepared for unexpected occurrences, thinks that the alliance that would ensue between Lipanes and Mescaleros would create a force that would offset the untenable peace that will have been established with the Comanches, Ugalde mentions the progress he is making in the reduction of Mescaleros precisely because they are not Allied. In regard to provision that states that as long as Comanches are Allied with Spanish they will receive gratificaciones Ugalde argues that in the past those periods of greatest hostility with Comanches were usually preceeded by periods in which this transfer of goods was high. Mentions arms in this matter. In summing up Ugalde mentions law that forbids people to show Indians their trade and also forbids them to live in their houses with the penalty being 100 pesos or upon the discretion of virrey exile. Has questions about how to determine what faction of Comanches in the future will be committing the hostilities because of the size of the group and the varied interests that each group has. (O. Summary
Due to illness the regimiento de Extremadura is left without a leader as well as the Provincia de Texas being without a governor. Lopez was sent to Texas to take over military and political functions, receives notice later to leave his post as governor of Texas feels his reputation injured but stays on. Arredondo had troops of area moved to Monclova despite the fact that rebels were expected to arrive by ship, action was taken because Lopez had intimated that he would not mobilize troops in the face of rebel attack, also is accused of impeding shipment of goods to troops, Lopez also given order to retire all captains who were not properly equipped to their homes and that they should not be receiving salaries because without the necessary arms and horses they were useless as soldiers. Lopez did not comply; barely legible letter by bacallo saying that Lopez is justifiably upset over being removed from post; mentions the effects of the scarcity of tobacco mentioned earlier, Echandia proposed as new Head of the Provincia de Texas, advisor suggests that the military conflict that would ensue the dismissal of Lopez and the replacement by Echandia is not worth it, Lopez was an interim governor because of illness of the governor and teniente Coronel, he however was not aware of this and therein lies the problem; final decision being that Lopez should reintegrate himself back into the regimiento de Extremadura. Letter ordering the reporting of troop strength on the first day of each month, all points to send this information to comandante general except for Laredo and Villas who will send them directly to Monterrey, also the establishment of daily diaries of occurrences; includes two documents one entitled compania and the other tronco de caballada neither of which has been filled out; document titled milicias provinciales del Nuevo Santander which includes information on uniform supply, riding gear; lette stating that while the real erario is away and captains are not on active duty they should not receive a salary since they are men of means, Arredondo is to decide what the troops are in need of; document stating troop strength and destination for third fourth and fifth companies of Nuevo Santander; letter analyzing the numbers in last document regarding horses, weapons etc, finds that a high percentage of troops are virtually useless since they have neither arms or horses, recommendation that abov mentioned should leave the militia and the saving of money associated with the decrease of total salary disbursed should be used to better equip existing troops, possibility of requesting arms from settlers for use by militia and troops. Index which indicates that Arredonda has asked the administradores de rentas to supply him with the accounts of the branches they administer; Arredondo has heard that some administrators have not deposited certain sums and he theorizes that these sums are being used for speculation and commerce. Once this has been corrected sums in question will be used on troops. Requests accounting procedures information from administrators of bullets, gunpowder, tobacco, and naypes; letter written in response to order concerning accounts for tobacco and bullets, special care to be taken in maintaining confidentiality of the numbers; letter written by bennalz stating among other things that the proper paperwork is not available for tabulation mentioned above; request for totals of Tobaco, bullets, and gunpowder in the Provincias Internas de oriente since the beginning of the rebellion, has positive proof that administradors of said goods have been involved in embezzlement; asks that following areas hand in the required information without delay - Puebla, Veracruz, Yucutan, Oaxaca, and Cuanaxuabo; letter from intendente of Puebla stating that his records only go back as far as 1814; letter from intendente of Puebla stating that information requested has been sent to the real tribunal; information on goods mentioned above for Provincias Internas have been sent to the customs offices of Aguayo, Monterrey, and Coahuila. Letter from Castro explaining to virrey why he wants to give armaments to friendly Indians of north. Military reports of companias presidiales y volantes. Letter giving Castro responsibility for decisions in matter of Indians in four provincias of his jurisdiction. Ship cargo included prohibited fruit from the south. List of ports smaller than San Blas. Request for permission to sail Zeleta's boat to Loreto carrying provisions for soldiers at the presidio. Ship held up due to contraband charges. Work orders concerning construction and repairs. Lists of wages paid. Lists of weapons shipped from San Carlos to Acapulco. Summary
Inventory of objects at time of Jesuit expulsion of properties of the hacienda de Ibarra. Major sections clearly indicated and divided into numbered fardos. Careful description of all items give quantities, varieties, prices and often place of manufacture or procurement. Goods include funds on hand from salaries, furniture, and merchandise in warehouse of hacienda. Principle especially food, Chocolate, cacao, cloth, clothing and sewing supplies, wine, swords and weapons, equestrian tack, blankets, and religious items. Objects apparently warehoused at the colegio Jesuita de San Andres. (J. M. Johnson, October 1989)
