Letters concerning military measurements to be taken in Texas due to american presence in the area, includes petitions for man power, ammunition, guns and all kinds of supplies; recommendations not to shoot americans found in Spanish territory in order to avoid open confrontation with the united states. Translations to Spanish of letters asking Spanish support of an american geographical expedition to Colorado and Mississippi rivers, at same time recommendations to Spanish officials to do anything to delay the expeditions, including sending spies into expedition to learn 'real' purpose of it. Contingent of soldiers to conde de Revilla gigedo, preparing for a visit from conde de Revilla gigedo; nava informs of peace or better said armistice reached with lipanes vaamonde relays this info to conde and requests further instructions; detailed explanation of the peace convention reached between lipanes and Spanish with articles posed by the Spanish and indian responses to them. Articles touch on subjects of captives, geographic demarcation of settlement, land, lipane responsibility for making sure that all in their population are within the reduccion, alliance with Spanish, judicial jurisdiction, Castro orders contingent of men and details quantity of munitions and supplies to bring to go to Rio Grande area in order to battle indians; copy of letter that first appeared in file 162ah, i between ff.448-454 describing attack on Castro by escaping lipanes; further information on contingent of men requested by Castro; vaamonde writes to conde de Revilla gigedo presenting a case for the reinstitution of the two companies that were disbanded by ugalde in nuebo reyno de leon; vaamonde writing on the state of affairs with regards to military situation in nuevo leon, makes mention of failed efforts of his predecessor ugalde to reach a durable accord with Apaches, inability of military to properly defend the area, request for weapons. On indians and other ethnic groups changing place of residence unless they have the proper certification obtainable from the local judicial body or parrish, restrictions on travel in the frontier zones, restrictions on indians settling permanently on haciendas or ranches (only seasonal labor), travel papers needed for everyone except those working for certain ministries; penalties for violating these restrictions and instruction on dissemination of this information; rules to be effected in order to correct irregularities in supply of grain that specify methods of counting grain, the distribution of surpluses, pricing policies, prioritizing groups to receive the grain, the distribution of seeds and the dissemination of this information; the lack of proper record keeping of royal announcements and decrees, how this effects the continuity that should be present during changes in administrations and appointments, fines to be exacted on officials who are remiss in these matters, and the appointment of Borica to oversee the project to remedy the situation. Quimper informs virrey that original of letter from cornett is misplaced, so Spanish copy will be sent. F.249 is original letter in English, dated April 2, 1791, Argonaut; concerns sloop princess royal (of south sea company, London) being taken to Manilla by Spanish sailors, contrary to the law of all nations and particularly contrary to the constitution of Great Britain. F.252 about Quimper in port of San Blas with Frigata san Jose Al Ancla, concerns composition of ship's mast. F.253 concerns crew members of San Joseph y las Animas in Hospital in Acapulco, awaiting their recovery and cargo of livestock before shipping out. F.261 lists crew of san Joseph de las Animas. (A. Summary
Letters concerning fragata San Joseph y las Animas in port at Acapulco, requesting permission for return voyage to San Blas where crew may be paid. Port authority refuses departure until count of crew is reported. Quimper apparently is unsure of number of sailors returning with him as some have left Blanco, others are ill, awaiting permission to leave later. Decision made that those ill must remain in Acapulco, ship to leave without them. (A. Dean, June 1990)
