Relates news of French defeat of Allied forces seeking to install Louis XVIII during battle at Loire River. Comments on rumors that Spain has ceded Florida and Louisiana to English. Summary
Letter from Herrera informing Onesimo that the fever has returned to Pilon, Linares and Salinas causing deaths and illness, fears that the disease may spread more rapidly due to hot Weather climate; presence of druggist in Cadereyta had prompt effect in terms of the illness; in Linares a junta de caridad was established to help fund the costs of treating the sick; Rio acknowledging orders to communicate the status of disease in his college of Guadalupe; Garrido responding affirmatively to virrey's plea for help from mission personnel in aiding those areas suffering from disease commits his colegio Apostolico de pachuca in this effort; letter mentioning plea to real padre custodio del tampico in regards to providing assistance in combating disease; Calleja relating to virrey that he has received correspondence from governors in areas that for the most part say that the disease has abated substantially; Yrart responding to Calleja that he has not been able to compile the list of those affected by disease that Calleja requested because the justicias have not provided him with lists he needs; letter mentioning how the disease has struck especially hard in Cadereyta, plans to have medicine available for free, Linares had the good fortune of having a French doctor in area when disease struck and he was able to assist people stricken, in fact was detained in area until his work was completed. Population figures (comparison of current total with that at beginning of conquest), hostilities, plans to create presidio of 100 men to repel indian attacks. As there are not enough soldiers for presidio, settlers will be recruited. Cost of plan estimated at 10,000 pesos. Information on establishment of settlements; how haciendas figure into defense plan against tamaulipas indians. Sierra gorda says, que solo nos falta para acaver de dominar esta sierra el laborio de minas. advises against murgier's presidio idea. Mentions plan to sell assets of religious personnel to fund defense. Castro suggests acavar con ellos is only solution. Lists indian population at conquest as 5-6,000; at writing as 5-600 but armed; sierra gorda suggests that defense effort be moved north. Advises against new missions, as all but zaraquayes and pacitas are already pacified. Mentions that Veracruz, Santander are better than this area for shipping salt to Spain, for transport cost, fletes; local fishing could be enhanced, but americans, French have advantage of using smaller vessels. Advocates strengthening fishing industry in Santander, rio del norte to limit further encroachment into Spanish waters. Discusses how flete overland is determined; more cost effective to carefully time maritime travel. Total cost of all development proposals is 36,000 pesos. (O. Velez, February 1990)
