In 21, comerciante Fernandez outlines glorious potential of maritime trade between Veracruz and Nuevo Santander, arguing that salt, plomo, Carne, Lana, other necessary goods could be more easily and cost efficiently traded by sea than land, if government tax and other policies were to encourage, not discourage, maritime entrepreneurs; fiscales promptly denounce Fernandez's 'representacion,' stating that 'no tiene Cosa substancial.'
