Very useful analysis of conditions of Nueva California with details as to funds and costs to be incurred by military and include - economic benefits and improvements in cattle raising, improvements in agriculture techniques and crops grown. Role of missionaries and changes due to and since Jesuit expulsion. Provisions to be supplied to Indians, settlers, military and missionaries; militia formation; housing and choosing community leaders; required annual inspection of establishments; work habits, recreation and rewards to combat idleness. Salt supply and transportation. Appeal to be made to viceroy to enforce law should clergy refuse to oppose regulations. Relocation of include - establishment of towns, workshops, mills with suggestions on where to locate, what to produce, what to teach Indians. Military service for residents of Nueva California. Use of whale sperm and fat. Shipbuilding. Development and taxes. Investments and profits. Accounting procedures for agriculturalists and religious. Military, religious, Naval salaries. As there are not enough soldiers for presidio, settlers will be recruited. Cost of plan estimated at 10,000 pesos. Information on establishment of settlements; how haciendas figure into defense plan against tamaulipas indians. Sierra gorda says, que solo nos falta para acaver de dominar esta sierra el laborio de minas. advises against murgier's presidio idea. Mentions plan to sell assets of religious personnel to fund defense. Castro suggests acavar con ellos is only solution. Lists indian population at conquest as 5-6,000; at writing as 5-600 but armed; sierra gorda suggests that defense effort be moved north. Advises against new missions, as all but zaraquayes and pacitas are already pacified. Mentions that Veracruz, Santander are better than this area for shipping salt to Spain, for transport cost, fletes; local fishing could be enhanced, but americans, French have advantage of using smaller vessels. Advocates strengthening fishing industry in Santander, rio del norte to limit further encroachment into Spanish waters. Discusses how flete overland is determined; more cost effective to carefully time maritime travel. Total cost of all development proposals is 36,000 pesos. (O. Velez, February 1990)

Summary
Tovar sends Ugarte y Loyola a journal of all interactions with Indians at Janos. Describes peace negotiations with Yagonxli, his Father Natanifui, others of their band. Gifts (clothes, maiz, candy, salt, cigars, etcetera) given to all who come to Janos in trade for confidence, cooperation with peace plan. Yagonxli bargains with Tovar for papers to travel to Mimbres. Ugarte y Loyola writes back warning not to get too friendly with Apaches, fears they may incite revolt among other Indians. Draft of letter praising Janos peace with Gilenos, mentions campaign against hostile Indians in Sonora and Nueva Vizcaya. (A. Dean, March 1989)

Summary
Apache Indian attack during the night raids and steals horses from San Antonio corrals. 80 horses are stolen. Flores follows them all night only to return in the morning to gather men and Indians for a search group. After 2 months horses and Indians are found. In the ensuing capture, enemy Indians are killed and taken hostage with their women, children and supplies. One Indian captive claims they stole horses for other Spaniards with whom they have 'cambalache' or trade. Peace is offered to them if all chiefs involved will return to the camp within 20-days. Beginning at ff. 352 three French deserters are seeking passports to Veracruz via Bahia del Espiritu Santo, they are Rosel, Barroi and Martin. Garza Falcon disbelieves their claim and considers them spies for the French. They are given an escort to be brought to justice. The French are known for having strong influence over the Indians and consider the Cumanches, Canzeres, Pananas and Apaches as theirs. Flores endorses Ramon for position of captain of San Antonio presidio due to his campaigns in the Tejas provinces. Trade could be increased with improved relations with the Indians. (E. Contains autos and reports by Escandon and others discussing possible difficulties of establishing Sotolamarina. says original purpose was to establish new Paraje for growing population and to pacify Indians. Were given two Religiosos and 10,000 pesos but after one year in a location without having planted any crops, lack of food, water, cattle and horses has resulted in several deaths. Describes several reasons why they were unable to sustain themselves. Documents discuss whether they should continue to bedova or establish in closer location along River. Gives geographic location of several possible Villas along Nueces. Ciprian says they should avoid impending problems at Bedoya and locate elsewhere since difficulty and cost of north River unreasonable. Escandon stops group in Santander where they report conditions. Decided that 50 families and Escuadra will establish Sotolamarina. Description of area including climate, pastures, fertile lands and abundancy of salt and fish. Escandon allocates money for construction of homes and other town buildings and says will provide sufficient corn seed. Includes town plan, rivers in area and exact coordinates of Sotolamarina. (M. This is Escandon's final report about his expedition to the seno Mexicano, the area of the worthwestern coast of the were involved, how many soldiers were provided by each military company, the geography with special emphasis in potential resources which could facilitate future settlement (wood, minerals, arable land, irrigation potential, salt, possibilities of communication, etc.), and the Indian groups, with names and gross estimates of their numbers. He refers to a map that was attached to the document, but now is missing. The last part of the account is a plan of settlement, recommending the foundation of 14 villages. The advantages of the proposed locations are described, both from the point of view of the prospective settlers, and for the general policy of the state. He finally suggests where the financial resources for such enterprise could come from. (A. Nielsen, October 1989)

Summary
Escandon reports his advances in the exploration of the northern territory, describing the landscape, resources (lands, salt, minerals, woods, water sources, etc.) and Indian groups. He underlines the convenience of founding a village in a Valley called Voca de Santa Rosa. This proposition is well received by the authorities, who decide to effect it in the near future. Concluding the trip, Escandon recommends authorities send missionaries to preach in the area. The authorities are interested and continue to support the undertaking. (A. Nielsen, October 1989)
