Series of letters between officials of direccion del Tabaco, the viceroy (Revilla Gigedo), and other government officials concerning status of tobacco taxes from Provincias Internas now that it has been separated from New Spain. They include copies of letters from 1777 which discuss creation of Provincias Internas under Croix, and its political and economic separation from New Spain. Summary
Viceroy Revilla Gigedo orders that all government officials, bishoprics, military, and tax officials of the Provincias Internas be informed that Nava has been appointed gobernador y comandante general, and that this capitania is totally independent from New Spain. There follows a Series of replies from these officials acknowledging Nava and stating they would implement his policies. (J. Tapia, December, 1987)

Document divided in 3 sections. First one is a historical summary conquest of California beginning in 1536. Discussion of lack of food and other problems faced in this early period. exploration and conquest by Salvatierra with own funds, and when these diminished king set aside funds for continuation of enterprise. Some discussion on founding of some missions and presidios. Second section deals with arrival of Franciscans to California's missions after expulsion of Jesuits, and later transfer of Franciscans to Sonora. Dominicans take care of missions in old California, and fernandinos take care of upper California. Discussion of poor living conditions of the natives due to sterile soils, and their reduccion to other missions where they are encouraged to cultivate the land. Discussion of establishment of new missions, towns, and haciendas, as well of money required for such enterprises. Mention of land for raising animals and cultivation of corn and wheat. Mention of funds for Anza's expedition to Monterrey. Third section deals with total funds of California's missions located in San Andres. Summary of funds collected up to 1776, as well as expenses in salaries of priests, founding of missions, salaries of government officials, and expenses for improvement and maintenance of haciendas. Series of letters concerning division of New Spain and creation of capitania general de Provincias Internas under the command of Croix. Discussion of all articles of royal decree for capitania, and its effect on governing of New Spain. Other letters concern viceroy's orders to officials in charge of collecting taxes and treasury department to inform Croix on a monthly Basis of the financial status of their respective offices. Viceroy also informs a number of bishoprics of Croix appointment and that he should be informed on all aspects of missions, as well of the right to appoint curatos. there is also discussion that Croix will not be in charge, for the time being, of the superintendencia general de lo gubernativo y judicial because this requires permanent residency as well as various offices equipped to handle various matters. Croix only requests use of funds from all taxable products in order to begin pacification and development of region. (J. Tapia, November 1987)

Index of letters corresponding to this sequence; mentions a roya announcement and decree involving last wills and testaments; instituted a manda forzosa from last will and testaments that has produced income that will be sent to Spain; sums in question collected by Cabildo de la Santa Iglesia de Monterrey advises against sending them through Tampico, also that intendente of Veracruz should register their shipment on first war ship in order to avoid freight charges; letter from virrey acknowledging the above information; Arredondo used the sums mentioned for his troops instead of sending them to Spain. He justifies this by citing high port and shipping costs, virrey has made arrangements to have sum from another source sent instead. (O. Velez, September 1989)

Index of letters that are included in this sequence; letter in which Arminan asks that half of the excess of his Coronel's salary be added to his salary as governor of Texas which he has carried out since 1813 and as late as July 1815; letter advising that this information be fowarded to the fiscal, tesoreria, and tribunal de Cuenta; letter explaining that his request will be honored only because he carried out both military duties (Coronel) and political ones of gobernador at the same time, increase will be given less the Media Annata related to his title; Beltran asks that junta Superior communicate steps taken in this matter to Arredondo; San Luis Potosi did not have the funds to comply with order to pay Arminan the increase in salary. Summary
Garrido states that some of the information requested was destroyed when rebels entered the town; making copies of accounts due even though their collection is not promising, imposition of notas de embarazo on treasury, attributes diminution of rebellious activity to administrative change by king and mentions decreasing number of gunboats, ships etc. In port of Veracruz, change being the dependencia del commercio libre; remission of the accounts in question were suspended in 1810 in light of rebellion and Carvajal seeks to dissuade any notion of fraud being real reason monies were not remitted. Miyares y Mancebo writes cover letter for the assorted letters of the ministers of the real hacienda which gave explanations why accounts were not remitted to the real tribunal of each. (O.
