Lengthy document by Garrido y Duran informing Revilla Gigedo on the causa de policia,judicial, economic, and military conditions of Sonora and Sinaloa up to 1790. On judicial Side, it is mentioned that province consists of 11 jurisdictions headed by a jefe de tribunal with the power to appoint local town officials; these officials operate without salary due to lack of funds caused by Apache depredations and poor harvests. Mention that in the recent past Indians were forced to work in mines, haciendas, and Ranchos, and that they were exploited and did not have time to cultivate their own land; now he has prohibited this, and that Indians will work on a voluntary Basis. Discussion that community wealth is administrated by the missionaries, and that they often are more concerned for their own interests allowing community conditions to deteriorate. It is also mentioned a lack of prisons. With respect to causa de policia, it is mentioned that Apache attacks have frightened the population and have prevented increases in commerce, mining, agriculture, and animal husbandry. Mention of lack of civil and administrative office in many towns; there is lack of hospitals, casas de Obraje, schools, and public meat and seeds stores. Mention that people are divided in two groups, one consisting of good people involved in commerce, mining, and agriculture; the other consisting of house servants and Manual laborers, who are drunkards and have other vices. Economics- list of different tax collection offices. Mention of the different partidos as well as the people holding these offices and amount of money payed for such offices. In order to attract more merchants to frontier, no tax is Charged on their goods. With respect to military affairs, it is mentioned that enemy Indians live in dispersed hamlets, lack supreme chief, and operate separately; Indians described as thieves. Mention of 6 military groups of soldiers, and 3 of Indian auxiliaries; short discussion of soldier's living conditions in presidios, as well as expenses involved for maintenance of troops. (J. F.246 is fragment of informe, no clear meaning. Ff. 242-250 concern construction of equestrian statue of king in Plaza mayor de Mexico, payment (in pulque) for work; 251-156 concern quarrying stone for statue, contracted to Dosamantes. Ff.257-262 concern sending fire fighting equipment to royal Palace, Quartel de milicias; 262 is list of specific equipment. (A. Dean, October 1989)

Unrelated documents (some incomplete) concerning various aspects of public works. Ff.222-223 Jordan has bought house in Alameda adjoining Santa Isabel convent, asks to have separating Wall removed. F.224 Jose Soto asks that his son (josef, soldier sentenced to Obras publicas) be sent to Hospital; mentions certification of Josef's illness, not included. Ff.225-226 Rodriguez asks that deterioration of her property be repaired (a service apparently included in property taxes). Ff.228-230 suggestions for improvements to roads around Toluca, areas frequently washed out, creating toll bridge between San Martin and Mexico City. Ff.231 traffic in front of San Juan de la Penitencia convent disturbing sick being treated there. Ff.233-235 road under construction between Veracruz and Orizava. F.237 pension paid to dona Victoriana beron India cazique as widowed property Owner. Ff/238-240 construction of public chapel on grounds of San Jose convent; gives some specifics for building materials, architectural details; mentions alabaster from Tizaltepeque to be used, transport of alabaster. F.241 mentions plan for houses to be built in Cultepeque. Ff.242-243 Marulanda complains of no waterline, roads not paved at his house, not worth what he paid unless brought up to standard. F.244 priests of San Camilo complain of lack of maintenance at church making public apathetic, pious intentions impossible. (A. Dean, October 1989)

Ff.204-208 discuss possibility of building wooden obstruction to divert Teocelo River in two paths across Barrancas (for irrigation, communication); mentions building short road between Teocelo, San Bartolome. Ff.209-211 are vague letters concerning pulque procured for public works, costs thereof. Ff. 212-213 mention cleaning drains at Aragon. F.214 mentions tax on powder. Ff. 216-221 list detailed reasons for reducing federal funds to municipal works of Alameda, Quaximalpa (inaction of civil servants, nothing getting done).

Letters to viceroy concerning public works. Ff.176-181 concern need to build new Calzada nearer to point of Tolotlan to replace old one that was impassable for carriages. Ff.182-185 concern need for repair considerable deterioration on Punto de Animas. Ff. 186-188 concern need for restoration on archbishop's Palace in Tacubaya, specifically water supply (some question of purity). F.189 concerns scarcity of water in Huamantla. Ff. 190-194 concern toll on vehicles traveling through Cuebas (list of costs for various types of carriages) to fund work on road. Ff.195-203 concern annual cleaning of aqueduct at Chalco; capital invested by various duenos to fund public works, interest rates. (A. Dean, September 1989)

Ff. 157-158 concern property Briceno bought from Maldonado, now demolished to make way for new road; he paid 130 pesos for it, received 35 compensation. See related documents on ff. 107-113 of this volume. Ff. 162-166 are letters discussing excessive costs of maintenance of prisoners, ways to economize. Ff.164-165 are very detailed description of rations given to prisoners, variations for sick or obras publicas prisoners. Ff. 170-175 concern crowding in prison (Mexico C.), separating more dangerous prisoners from rest for security. (A. Dean, September 1989)

F.134 concerns levying 5-peso yearly tax on carriage owners to cover cost of grading roads. Response that such tax wouldn't raise enough, should resort to measures such as zevada. ff.136-139 concerns failure of water supply to convent Balvanera (1800). Ff.140-155 concern Vega's objection to grading done on streets around his property. (it seems he contracted work, but wasn't pleased with result; refuses to pay.) F.146 is accounts of cost of materials, labor for waterpipes, grading. (A. Dean, September 1989)

Scrambled, unrelated documents concerning construction, destruction of public works. Mentions flooding of Cuebas road, Tlahuac, other places. Ff.60-71 concern citizens of Tamiagua trying to raise enough money to get jail built (1796). F.74 describes miserable state of Indians in Tlaxcala, starving, unable to save crops from continual flooding of Zahuapan River. F.77 Lira suggests reducing Indians to get them out of Tlaxcala, as he found them insufferable to begin with (1795). (A. Dean, September 1989)
