Tueros informs of material conditions of his provincia Coahuila --fertility of land, livestock, troops, enemies, and provisions for defense. Notes that military salaries inadequate for care of horses, transport of provisions for campaigns, clothing. Remarks that conditions are miserable for such honorable obligations. Hostile enemies are Apache Mescaleros although Lipanes have also enriching companies with apt officials; augment four companies to 120 men each; and provide good salaries. (J. Hiller, may 1989)

Several letters from Garcia Alexo for virrey informing him of the need to decrease the size of military and avoid the excessive payments. Relacion of several Indians who want amnesty to live in pueblo mesquital. Relacion contains names and how many are with their families. Letter from the governor of Sonora to the virrey informing him of the happiness of the americans when they heard the king's declaration. Garcia Alexo reports that the rebels who caused the disturbance in Bavispe have been identified and suggests virrey recognize the patriotic behavior of Evangelista Barrios, chief of the Opatas. Apache Indian chief Antuna surrenders to troops in Tucson soon after, offering 25 Head of cattle as gesture of good will. Summary
Series of letters from Arredondo to viceroy. Notes reception of news that rebels have captured Acapulco. Mostly concern peace treaty concluded with Tahuacanos of eastern Texas. Arredondo suggests that treaties should be signed with other groups, especially Comanches and Lipanes, in the interest of a more favorable economic climate. Notes that Indians arrived at peace talks with cheap gifts of baskets and reed sieves, reflecting poverty of Indians in area. Arredondo petitions for greater quotas of tobacco and beef for Texas for distribution among Indians as incentive for keeping peace. (A. Tukey, March 1989)

Summary
Concerns Anza's position as comandante Interino de las Armas de Sonora; Anza's service record described including attempts to pacify Comanches, Yutas, and Papagas, to sever ties of Navajoes with Apaches Gilenos, expedition against Seris and Pimas, opening up of roads and bringing settlers to California. Ugarte y Loyola recommends Anza to marques de Sonora; in letter to Florez, Ugarte y Loyola discusses Anza's salary; Florez suggests that Anza be placed in an interim position in a Sonoran compania presidial to receive capitan's salary. Decision to pay Anza the same salary as San Buenaventura's capitan's salary and provides time span in which salary owed, further discussion of Anza's salary by virrey sets it at 2400 pesos a year, as if he were paid that of Tupson's capitan. Ugarte y Loyola informs Flores that Soler will be in charge of the primera compania volante and will receive same salary as his present California salary. Mention of deaths of Anza's Father and grandfather who died at the hands of the Apaches. Letter from Garrido y Duran to Florez suggests paying Anza's widow and heir his salary from August 1787 until his death in December 1788, and approved in letters from Ugarte y Loyola and Garrido y Duran to Revilla Gigedo. An annual contribution of 4 pesos by each indian family; that indians form their own parishes and pay indian and Spanish religious personnel, lists suggested salaries for various personnel; that they pay 30 Spanish residents (who must be married and will populate area) to serve as defense militia; that a system of community livestock be developed (provides prices of various species); that each indian own land and pay a percentage to the church; and that funds be set aside for the king, for hospitals, and to support livestock raising. Nunez writes of Galvez' merits. Description with map of rio Mayo area, including description of clothing worn by indians, and agricultural activities. Estimates a population of 2,000 indian families living in the rio Mayo area (maybe 6,000 souls). (L. L. Woodward, August 1989)

Letter from Naxera to Cornide, he has no testimony-but explains that colegio de zacateca did not have priests for the needs of the new colony and that new conversions and towns people can not pay diezmos, for these reason the Villas had no fathers; letter from Lasio to virrey, he has no testimony-but notes that Escandon prohibits any religious personnel from entering his domain, there is lack of interest in Indian pacification, there are widespread abuses by Escandon; letter from Alegre to virrey informs him of many property title disputes, that land is not fertile as had been promised, that Escandon owns galeta for his own financial benefit, and that Escandon has been receiving money from the royal hacienda. However, Barco argues that Galvez decided that Culiacan would have its own real hacienda, and therefore no taxes should be sent to Guadalaxara. It also discusses which ethnic groups around Culiacan must pay taxes. Some pages, introduced with out order, deal with Indian rebellion in Colima. The Indians are prosecuted and killed by Vildosola.
