Index of correspondence that concerns the Indian complaints of damage done to irrigation water is ff. 0363; ff. 0364 covers abstract of correspondence that deals with soldiers wives requesting money assigned to them by governor, request granted; ff. 0365 concerns the leave of absence granted to Ramon so that he can be married, mention of the dowry required; ff. 0366 covers the result of a judicial proceeding (indictment) against Esparza for the crime of desertion and his punishment of 8 more years military service; the request of, Sanchez for land for raising livestock near Llera and other areas, justifies his request by citing the strategic utility in closing up two areas of escape for Indians; ff. 0368 deals with documents used in the case of Alvarez in which he murdered his wife, is not entitled to Fuero militar; request by Molina that he be transferred to another area where he owns a ranch that he is in jeopardy of loosing if he does not receive transfer, request is granted and Salcedo allowed to pick substitute from Veracruz; letter that concerns Indian complaint lodged against Castillo in protest of his pushing them off their land. Summary
Due to illness the regimiento de Extremadura is left without a leader as well as the Provincia de Texas being without a governor. Lopez was sent to Texas to take over military and political functions, receives notice later to leave his post as governor of Texas feels his reputation injured but stays on. Arredondo had troops of area moved to Monclova despite the fact that rebels were expected to arrive by ship, action was taken because Lopez had intimated that he would not mobilize troops in the face of rebel attack, also is accused of impeding shipment of goods to troops, Lopez also given order to retire all captains who were not properly equipped to their homes and that they should not be receiving salaries because without the necessary arms and horses they were useless as soldiers. Lopez did not comply; barely legible letter by bacallo saying that Lopez is justifiably upset over being removed from post; mentions the effects of the scarcity of tobacco mentioned earlier, Echandia proposed as new Head of the Provincia de Texas, advisor suggests that the military conflict that would ensue the dismissal of Lopez and the replacement by Echandia is not worth it, Lopez was an interim governor because of illness of the governor and teniente Coronel, he however was not aware of this and therein lies the problem; final decision being that Lopez should reintegrate himself back into the regimiento de Extremadura. Summary
Arredondo replaces Juanicotena with Lopez as governor of the Colonia de Nuebo Santander because of Juanicotena's illness; index of letters in this sequence; Calleja approves personnel change; questions put forth on issue of Lopez being entitled to property pertaining to his post since he will be acting as an interim governor only, and similar question pertaining to salary; administrative letter from Lopez to Arredondo dealing with shipment of tobacco received from factory in Veracruz; Cisneros relates to Arredondo incident in which he had travel restrictions placed upon his person in connection wit goods belonging to him that were seized, names Lopez and alcalde of Marina as responsible; Lopez responds in detail to accusation that he treated Cisneros unjustly in matter of the seizure of his goods, noncompliance with directive sent through Aguado, and travel restriction declared by alcalde of Marina; letter from Lopez to Arredondo protesting Guerra's involvement in this matter insofar as he is a military official and he should not have involved himself in a purely civil matter; gobernador can only use a person of sargent rank or lower to be his scribe on military matters and Guerra as military officer receiving salary from the king should not be involved in civil matters - should be sent immediately to Aguayo where he is needed in the secretaria'; Arredondo threatens Lopez if he does not promptly comply with order to send Guerra, mentions possible judicial proceedings against Lopez by Cisneros in matter of seizure of goods and detention; letter from Arredondo giving Juanicotena leave from his duties as governor of Nuebo Santander; Lopez interprets Arredonda's sending him suddenly to Texas as an affront and asks the virrey that he be allowed to go to San Luis Potosi. Document gives figures for total amount of revenue produced in salt industry in this area. Mentions role played by Barlovento River in economic development of area. Mentions bad effect of salt in water supply on agriculture. Some settlements in area have expanded to degree that they are exposed to Apache attacks, no troops for protection. Proposal for compania de sugetos along coast from Veracruz to Balisa, or else have real hacienda fund development of fishing industry; also wants more Naval activity. Detailed accounts of economic potential of fish species in these waters. Area between interior and costal settlements must be populated to contain Apaches; details best ports along coast for bringing Spanish settlers in to populate said area. Attention must be paid to northern frontier as U.s. is gaining strength in world trade, makes good use of Indian relations to conquer new territory. Only important trade with northern Indians is in fur, but american mining ventures will tend to result in permanent villages, to detriment of Spanish. Examples of situations in which use of fuero militar has helped establish successful settlements. author favors paid milicias provinciales only when fighting to help populate areas. Government help to settlements will depend on productivity of areas. Noriega favors putting Escandon in charge of these projects. (O. Velez, March 1990)

Summary
Herrera rejects expense receipts that Loredo submits for escorting Indian chain-gang from Arispe via Guadalaxara to Mexico; Loredo contests validity of refusal with auditor de guerra's support; royal decree reveals even military petitions must be on official paper with the sello segundo which has Loredo redoing his expense receipts; Perez requests payment for his companies' services in escorting Loredo and prisoners from Guadalaxara to Mexico (Zapotlan); validity of this request is rejected on the grounds that the troop is in the service of his majesty the king and need not be paid extra; after Ten years of debate over the issue between the real hacienda, Loredo and the various viceroys, the king issues a royal decree stating that troops are to be paid 16 pesos for every 80 leagues covered. Summary
Three chain gangs sent from Guadalaxara to Mexico and costs expected to feed each adult and child; children may be given away for adoption to be educated and christianized; Loredo is in charge of gang that originated in Arispe consisting of escapees and he is to pick up more in Guadalaxara that are destined for Mexico City. expense records are to be kept to justify monies received in Guadalaxara for the real hacienda in Mexico. Loredo receives an escort from Guadalaxara to Mexico City. Receipts of monies spent along the trail are signed by local leaders. expense lists are on ff# 85-86. (E. Wilson, October 1989)
