Letter from Borica to Revillagigedo describing his trip through missions in Alta California while taking possession of his post as governor, good situation of Indians, gentleness of treatment and easy work. Letter describing agricultural achievments in los Angeles and San Jose as well as the soap factory in Santa Barbara and the mills in San Luis and Santa Cruz, a better road from Santa Clara to Santa Cruz has been laid as well as one from San Luis to Purisima avoiding the area of Buchon. Letter concerning plans to build a new presidio in San Francisco, explanations of urgency to do so due to lack of water and bad strategic position of the old one. Letter from real tribunal summarizing San Francisco's history and supporting Boricas petition to move the factory and the mission to a new location. Recommendation to deal with more urgent problems like finding buyers for produce of the area, and staying in old factory in San Francisco for the time being. Letters from real consejo recommend building a convent of San Fernardo order, which will provide monetary gain, this is compared with the creation of new missions on Colorado. (T. Remaining supplies and cattle for Lower California missions and presidios; of necessary personnel, food, cattle and arms for their defense; advises of shipments and receipts of items to same by paquebots San Carlos, el Principe and San Antonio. 2) ff. 341-344 are 1770 instrucciones from Croix to the Cabo of the Escolta de la mision in 16 capitulos including regulations for distribution of weapons, defensive measures to be taken, treatment and punishment of Indians, care of horses and cattle, food supplies and rations, relations with missionaries and Gentiles, punishments for contraband and illicit sexual relations with Indians. Very useful analysis of conditions of Nueva California with details as to funds and costs to be incurred by military and include - economic benefits and improvements in cattle raising, improvements in agriculture techniques and crops grown. Role of missionaries and changes due to and since Jesuit expulsion. Provisions to be supplied to Indians, settlers, military and missionaries; militia formation; housing and choosing community leaders; required annual inspection of establishments; work habits, recreation and rewards to combat idleness. Salt supply and transportation. Appeal to be made to viceroy to enforce law should clergy refuse to oppose regulations. Relocation of include - establishment of towns, workshops, mills with suggestions on where to locate, what to produce, what to teach Indians. Military service for residents of Nueva California. Use of whale sperm and fat. Shipbuilding. Development and taxes. Investments and profits. Accounting procedures for agriculturalists and religious. Military, religious, Naval salaries. Summary
In 1793, bishop wrote a Monterrey Official, Garcia, requesting land for the construction of a new cathedral, offices, seminary, and palacio episcopal on the outskirts on Monterrey. In 1798, Herrera inserted this and another document into this volume, #196, as part of the investigation into why the bishop subsequently had halted that construction (permission had been granted). A third letter on October 1, 1793 from the bishop to Garcia refers to the construction of a convent for monjas Capuchinas. Ff. 149 is a map of Monterrey. (S. Langmack, April 1990)

Summary
Concha submits his diary of campaign against Gilenos. His campaign has only limited encounters with Apaches, finding for the most part only traces both recent and old of Indian occupation. Response from virrey mentions difficulty of controlling Apaches in Sonora, Nueva Vizcaya and Nueva Mexico; but that as a result of campaigns such as this, area is now better known, especially with regard to water, pasturage, etc. (D. Summary
Considering the annexation of Luisiana to the Spanish colonies, de Blanc (commander of the army) requests an extension of the jurisdiction of Natchitoches (Luisiana), establishing the limit with Nacodoches (Texas) in the Savina River. This would give the local population access to good farming land and better resources in general, and would thus strengthen this important frontier. The proposal is accepted. Two reports on this issue included in the expediente summarize the process of colonization of the territory between Texas and Luisiana, and how it was affected by the transference of Luisiana to Spain and by changes in the relations with the Indians. Summary
Concerns descriptions of province of Texas for recommendation as sight of new port and further expansion of settlers due to abundance of land, water and fertile soils; new settlements desired to establish trade with Louisiana and also to keep French and English from expanding further into region; contains descriptions of Flora and fauna and geographic and climatic descriptions; contains eloquent statement by Mesieres against French, English and hostile Indian tribes in region. Summary
Concerns autos, plans and conditions for establishment of Reynosa by Escandon. Area first populated to pacify Indians, become familiar with the land and to test feasibility of irrigation in area. Escandon provides instructions for agricultural methods until construction of well completed. Escandon conducts, with assistance of others, review of population, property, land, Esquadra and Indians. Asks for reports regarding probability of permanence of Indians in area and need for new mission. Contains list of families including marital status, name, age and property. Contains list of Esquadra with same information. States conditions for population and Esquadra and their obligations to the town. Provides information on all Indian nations, whether armed or not, name of capitan, where raised, if baptised and likelihood of remaining peacefully in area. Mentions food supplies and basic sustenance. Contains list of property in town including horses, cattle and mules. Includes detailed description of land and digging of well. Mentions which lands need irrigation, which are fertile. Indians working for Spanish are given clothing and dry-goods.
