Nava commissions Cordero to investigate rumors Mescaleros receive weapons, munitions from Spanish which are traded to Lipanes for stock stolen from Coaguila, Mescaleros then trading stolen animals with citizens , soldiers in Norte, El Paso, San Eleazario. Lipiyan Picax-Ande Ynstintle de Ugalde may be involved. Cordero to interview soldiers, citizens there. Leaders, rancherias, locations, numbers, those not reducido; horses acquired from Indians since peace established, since order issued only unbranded, unshod to be traded; how often, how many, which Lipiyanes in Norte since peace, goods traded. same to be conducted in San Elezeario, El Paso, Norte. Branded stock of unknown origins traded after peace, none since order issued; number, location, size, leaders of Mescalero rancherias, their travel, trade activities; unidentified Indians seen at Tinaja del Paisano with unfamiliar stock; Picax-Ande seldom seen in area, whereabouts unknown; few violations of peace; some small thefts suspected of Pases-Fla. Summary
Concerns Thobar's activities and resulting deaths in fight with Indians over horse theft. Controversy about Thobar's insubordination in not requesting fort troops and his request for detachment troops. Comanche theft of horses and oxen from missions. Describes Menchaca's use of troops and Pacheco's retreat from the Colorado River. Apaches are armed and hostile to Comanches. Mentions Demezieres' peace-seeking trip to enemy captains. Suggestions of whether or not Indians should be given arms, but discusses giving of gifts in peacemaking process. Administrative concerns over copies of letters about Demezieres' trip. Concerns need for troops and use of mission Indians to patrol because of diminishing troops due to sickness and death. Mention of Ripperda's marriage and memorial in regard to a brigadier promotion. Menchaca departs to coast with detachment to get Indians for missions of Santa Crus and padres give account of number of Indians acquired. Request for another mission in San Antonio reinforced with Indians and troops. Discussion of postal service and route and time taken to new Orleans. Indian commerce with English in guns and powder. Extracts of letters from Ripperda concerning Comanche raids; return of goods retained from milicias de Apelura; restitution of Ramos as priest of Bahia; discussion of petition of gunpowder for Indians of 7 missions of Texas; promotion of Galvez as minister of indias; Apache Lipanes raids including killing of cattle from Rosario mission and 3 murders; good relations with Comanches arising from liberation of a Comanche and visit of missionaries of San Antonio to 5 nations; discussion of trade of weapons with Apaches and letter of recommendation to king, so that Ripperda will obtain government of Luisiana. Discusses case against Vidal related to contraband. Mentions estraction of salt from Salinas in Bexar. Discusses incident of war between Comanches and Taouacanes.
