Summary
Conde requires the publication throughout the provinces of a royal order of January 29, 1812, granting Spaniards of african origin or descent the right to enroll at universities, study at the seminaries, adopt the habit of religious communities and to receive holy orders; so long as they meet the requirements of the laws of the kingdom, and the regulations of the various institutions to which to seek admittance.
