Florez orders that governors and comandantes of Sonora and Nueva Viscaya obey instructions given by Galvez for administration of those provincias. Ugarte y Loyola reports that instructions include establishment of a comercio general to regulate expenses required to bring Indians to peace. Also discussed are means to augment salaries of officials and troops without greatly depleting treasury, including dismissal of unuseful officials.
