Summary
Arredondo establishes several rules to stop abuses of certain military and governmental authorities in the matter of partidas y destacamentos. Supplies are not used for the right purposes according to Arredondo. The military needs all supplies available for their fight against the rebels; Arredondo establishes eleven rules against ociosos; fiscal Sagazurrieta makes a synthesis for virrey suggesting approval of those bandos.
