Summary
Vaamonde says Ugalde took troops which were essential for protection against mounting infiltration and threats to missions. Concerns Vaamonde's complaints that his authority is undermined by inefficient division of power. Virrey responds placing Vaamonde in charge of arms, saying he's not subject to Gutierrez' orders. Also orders Ramon and Cueva to join forces. Virrey questions status of Tato, apparently made capitan by deceased governor. Requests information on complete origin, structure and activity of troops in his command. Requests explanation for why appointments were made without his approval. (M. Dannemiller, November 1988)
