Summary
Documents relating to troop Inspections and reviews. In review of troops it is found that many of the personnel (all classes and ranks) are unable to read, write, are lacking confidence, and have been discharged due to insubordinance and uncivil behavior. Because of this, monthly reviews of the capitans and comandantes of the companias precidiales y volantes is put into effect, with transfers of some personnel suggested as an immediate remedy. Lengthy discussion as to handling of documentation of these reviews. (M. Longo, October 1989)
